Combine the raw peanuts, granulated white sugar, water, and sea salt in a large, heavy-bottomed skillet over medium heat.
Stir the mixture continuously with a wooden spoon as the sugar dissolves and begins to bubble gently, which should take about 5 minutes.
Continue stirring as the water evaporates; the sugar will eventually crystallize and turn dry, sandy, and white, coating the peanuts completely after about 10 minutes.
Keep stirring constantly over low-medium heat so the dry sugar begins to melt slightly again, turning into a shiny, golden-brown glaze over the peanuts.
